EXE2CAB by Yuri Niyazov System Utilities → File Management → Compression and ZIP Tools
It is a 32-bit GUI application designed to convert SFX CAB files (files that you can download from the MicroSoft web or ftp sites) to standard CAB files that can be viewed with the EXTRACT utility included with Windows 95 or the Cab File Viewer Powertoy, included with the freeware package called MS PowerToys. The problem with the self-extracting/ self-installing files like MS IE 3.0 is that once you start the file, it will do everything automatically, without giving the user a chance to, for example, scan the contents for viruses or just look and see what kind of files are included inside....

Long gone I'm afraid chaki, that listing dated back to 1997, not only has the program finally disappeared but I don't think it's what you're looking for!!
The program we had listed was for Windows 95 & developed to provide a measure of user control over what auto-installers, such as MSIE 3, installed!! If this is the program everyone's looking for to be able to install additional languages on Vista I don't think it would have disappeared!!
I think you'll find better help on TechArena here just scroll down that page to the topic "Additional language packs (MUI) for Windows Vista" (7 from the top right now).

As an aside, a much better alternative is also available called "Universal Extractor". This will also extract .exe cab/zip files etc, and a whole load more (tis what I use when analyzing malicious and rogue programs).

Thanks Steven, I'm listing both.
There appears to be a lot of poor souls who need this type of program to be able to install more than one language on some versions of Vista. Obviously Micro$loppy in their infinite wisdom decided that people who are bi/multi-lingual & therefore need more than one language on their system won't be buying the cheap versions of Vista!
