Microsoft says:The .NET Framework is an integral Windows component that supports building and running the next generation of applications and XML Web services.
Wikipedia has a more understandable explanation here.
If you are running Vista or have installed XP's Service Pack3 the .NET Framework is already installed on your system.
For all versions of Windows from 98SE to XP, if you allow automatic Windows updates you have the .NET Framework installed.
If you don't have it & want it, or need a different version, ALL versions of the .NET Framework can be downloaded for free from Microsoft. Here's the link to the downloads page, downloads for earlier versions are listed at the bottom of that page.
