In this case Yes Mystified but not always ;)
What we list is the download file size according to the information given to us by the author. This may or may not be the install size of the program, usually it's not if it's a zip file which this one is. It can also be different if there's a newer version of the program.
According to the website this program file is 6.44 Mb - I suspect that whoever submitted it left out the decimal point! I have now corrected that BUT I have changed it to the actual *download* file size which is 2.5 Mb!
If we are given a direct link to a download file we check that it works & in the process check the file size. If not, & especially if there are several different downloads available, we only check that the main one works.
