Blueberry PDF form Filler is a free downloadable desktop program that enables you to fill in PDF forms, regardless of what format they're in - even PDFs that can't be filled in using Adobe Reader. Open PDF Form Filler, then open your PDF; Click all the fields and checkboxes that need to be filled in to highlight them. When all the fields and checkboxes are highlighted, switch to 'Fill Form' mode....
