It didn't work well on the Congressional Record, which has some challenging character arrays.

I don't think so khubabi at least not in the context of PDF converter programs listed in our 'Business' category. The programs we list here will simply produce HTML pages from PDF files so that they can be opened in a browser, word processor or uploaded to a website.
The 'article' you have linked to explains how to set up a *specific* script on a web server so that a PDF file, stored on the server, can be viewed in a browser instead of downloading & opening it in a PDF viewer. That script is meant for use by a website developer, it requires root access to the server, something the average user isn't likely to get involved with! ;-)
However, the link did lead me to the script which is a useful web developer tool &, as it is free Open Source, I can list it. Thank you :-)
