  DSpeech is a TTS (Text To Speech) program with functionality of ASR (Automatic Speech Recognition) integrated. It is able to to read aloud the written text and choose the sentences to be pronounced based upon the vocal answers of the user. It is specifically designed to quickly and directly provide the functions and improved practical usefulness that are requested by this kind of program. In the meantime, the invasiveness and resource consumption is minimal. DSpeech does not install itself, is very light, starts in a second and doesn't write anything to the registry.   Panopreter reads text files, rtf files, web page in .htm format and Word documents in many languages, such as English, French, Spanish, German, Italian, Chinese, or Japanese. Panopreter is compatible with Microsoft SAPI 5.x text-to-speech voices, it can read with the voice you select. Instant speak mode reads the words or text you type. Panopreter can also generate audio files in wave(.wav) and MP3(.mp3) format. Panopreter is also a good aid to any language learning program, just install the Text-To-Speech voices for the specific language. Panopreter uses the default Microsoft voice installed on your computer, you can download additional voices from various sources, you may need to also install the corresponding Text-To-Speech voice engine. Windows XP users are recommended to install a third party voice to get a better reading, the default voice engine on Windows XP isn't as clear as that on Windows Vista.

  SpeakEasy is a very simple text to speech application, which sits in the taskbar. It can be configured to automatically read whatever is copied to the clipboard, or the clipboard can be read by pressing a hotkey combination. The software automatically defaults to using the default system voice, however this can be changed in the Settings dialog.

  WikiTalk TL is a program for Wikipedia users to make Wikipedia searches and to have the search results read aloud using MS Agent technology. WikiTalk Features a Talking head that can speak several different languages and is designed to allow persons with limited sight to use it easily. The reading can be paused, resumed and can be exported to a wave file. In addition Speakonia is able to fetch webpages through an internal http interface and read them aloud for you. You can even have your emails read to you using the "Clipboard Reading" feature.
N.B.'registration' of this program is free & I'm told it enables the function "save reading to .wav file". (thanks for the info Dave Owens)
