  Behold ACM Convert, a simple to use standalone utility that allows you to convert between MP3 and WAV, using ACM (Microsofts Audio Compression Management API). Finally, not only is there an easy way to encode WAV's to MP3's, but to decode them back as well! Woohoo! As with all things Microsoft, there are a couple of caveats to get it working (you need both ACM and NetShow installed) - it's especially important to READ THE DOCS!!!

  Simnor WAV Player is an extremely easy program (that took me about 20 minutes to make!) it simply opens, plays and stops a WAV file. You can play a folder of WAV files or singular files. You can also loop the media. Simnor WAV Player is a very basic but popular application and is perfect for any musician working with WAVs,

  Use Soliton to record and edit wave files, it features an easy to use interface with a handful of different filters and effects. Delay, echo, repeated echo reverb, fade, high- and low-pass filters, wall simulator filter etc. You can also change the wave file properties like samplerate, bit resolution and number of channels and you can view the spectrum of the wave file.
